The Patriot Act's Section 215 requires American bookstores and public libraries to surrender to the FBI lists of books or other materials that customers or patrons have accessed
Section 215 which gives the federal government the authority to request items from a person's home, medical or psychiatric records and lists of readers who have checked out certain books from a public library, among other things, without producing "
probable cause."
Supporters of Section 215 state that without the powers it grants, the ability of the federal government to guard against terrorist attacks like the ones on 9/11 will be dangerously restricted. Detractors of Section 215 worry that those same investigative powers pose long-term dangers to the civil rights of American citizens that outweigh any terrorist attack
